I remember back at the start of the 2010 season about Stefan GP pushing very hard for the 13th spot after USAGP folded. But after the first race I heard virtually nothing about them. What ever happened to them? Why havent they tried to get into the field in 2011 or 2012, or now 2013 with the folding of HRT?

They tried to get in with the 2010 Toyota design. I seem to recall money wasn't forthcoming, Stefanovich was nowhere near as rich or successful as he made out, and once Bernie refused his entrance [I seem to recall his trucks appeared at Bahrain but were turned away?] Toyota pulled the plug. They've not had a chassis since, so no repeat attempts were made.

Actually, Lola were the reserve team in case someone couldn't make it onto the grid, but when they didn't make the initial 13 they abandoned their plans, not wanting to build a car on the offchance USF1 pulled a... USF1.

That's a good question. I suspect they weren't serious about this effort, even in the first place.

Andrea Moda managed to turn up to the track. It didn't make them anything to be taken seriously.

Stefan GP were not a serious effort. The FIA made the right call. There was only room for one joke team in F1 and they have since left.

Stefanovich was a cheater with fake website featuring false claims. He also boasted of facilities that turned to be fake. Stefan GP was never ever a thing, let alone serious thing.
