No, in 2008 when there was last 22 cars it was 22-17 out in Q1, 16-11 out in Q2, top 10 to Q3.

Well, there is a change:
http://www.formula1.com/inside_f1/rules_and_regulations/sporting_regulations/8686/

Quote:
(...)Q1: All 22 cars may run laps at any time during the first 20 minutes of the hour. At the end of the first 20 minutes, the six slowest cars drop out and fill the final six grid places. However, any driver whose best Q1 lap time exceeds 107 percent of the fastest time set during that session will not be allowed to take part in the race.(...)

I think Q1 is too long as a 20 minute session because it's usually quite obvious who will drop out. I think all Q sessions should be 15 minutes.

Well I think anyone expects the Caterhams and Marussias to drop out in Q1. The other 2 can be interesting battle with such a tight midpack.

The first 10 minutes of Q3 would be dead. Most teams only do 1 run as it is, why would you extend the time of Q1? In the same vein, a lot of drivers struggle to get clean laps in Q1 with 20 minutes to do it in, reducing that time wouldn't help matters.

Well that's a good point and true, but maybe they could change the Q3 rules somehow or actually hand out more tyre sets. I think Q1 is boring in its current 20min form unless there's changeable conditions or a red flag or something.
