Stefano Domenicali joked that Vettel was allowed to keep his time because the shadow was on the track. He know full well the rules were stretched to the limit and beyond in qualifying.
Why would it be any different for the Leclerc infraction? Not Ferraris fault by the way, its the weakness of the stewarding to blame.

I think I saw the reasoning somewhere that since the projection of the tyres width was still on the line (not the contact patch itself) he was deemed to have been on the track. If you're going to strictly look at the contact patch itself touching the line then theoretically a small bump on the kerb lifting the tyre off the ground for a second would mean a penalty even if you're well inside the track.
